Russell Pipe


Russell Pipe has over 38 years of experience in information and telecommunications policy, regulation and trade, e-government policy and implementation. Mr. Pipe is an advisor and strategic planner for governments, international organizations and corporations as well as a publisher, author, and lecturer. He implemented the World Bank e-Gov projects in Europe, Asia and the United States throughout his career. In 2009-2010 he assisted the Government of Indonesia improve human resource capabilities in e-Government services and wrote a report on ICT training and capacity building. In 2009 he was contracted by The Asian Institute of Technology to design a 10-day training course on Strategies for Successful e-Governance, specifically designed for officials of national governments and municipalities who have responsibilities for providing leadership, management and technical capabilities for introducing e-governance applications. In 2008 he was a member of Thai Government Group responsible for the Government Survey and Assessment. In 2004-2005 he was a member of the Ministry of ICT team working to strengthen the Thai position in the US-FTA Negotiations on Trade in Services, including telecommunications, investment, e-Commerce, and IPR Meetings with major stakeholders in Thailand.

Mr. Pipe developed the e-Government Knowledge Map and contributing to the design of the e-Government Toolkit under the World Bank infoDev e-Government Project in 2006. During 2004-2006 he provided technical assistance to the Ministry of Posts and Telecommunications Cambodia (MPTC) to prepare and implement telecommunications law, policy and regulatory reforms to comply with WTO commitments. Based in Bangkok, Mr. Pipe has been assisting the Asia-Pacific Telecommunity in verious projects, such as preparation of a training workshop on telecom trade, and many other activities. Since 2005 he serves as a Senior e-Government Consultant and Associate for the Kenan Institute Asia in Bangkok.

Mr. Pipe holds MA in Government and Politics from the American University and BA in Political Science from the Ohio Wesleyan University.
