T/TI ICT Expertise Lynne Gallagher is President of Telecom/Telematique, Inc. and a Senior Project Consultant and Manager with 26 years of international experience in both telecom and energy sectors. She is a telecom/ICT specialist, with international experience in applications and services such as e-Government (Benin e-Gov and Data Center design, Ghana e-Gov design and procurement of PPPs, and Kyrgyzstan e-Gov Plan), public financial management systems (Iraq MoF Budget Execution Procedures Manual), e-learning (trained telecom managers and specialists in 25 countries: telecom training by distance learning for Barbados, Brazil, Chile, Colombia, and Curacao), e-health (Ghana ICT Needs Assessment for the MoH, China Senior Health Executive Training Program), policy and regulatory framework, and financing. Infrastructure projects that she directed include ICT Needs Assessment, Gap Analysis and Solution Design of the network, system and financial applications for the Niger National ICT Backbone Network; Feasibility Study for the Design of Blueprints for NRENS in the Caribbean; design of a Data Center and business plan for the first West Bank Internet Data Center in Palestine. She has consulted extensively for government agencies such as USTDA, ITU, U.S. Department of State, and USAID, development banks such as the World Bank and IDB, and various private organizations.
T/TI Energy Expertise During the early years of Lynne’s career, from 1979-1983, she consulted with the U.S. Department of Energy on international energy efficiency policies in Europe and Japan and worked on U.S. development of new fossil and renewable energy resources. Since then, Ms. Gallagher continued her work in these sectors, gaining extensive knowledge and experience in renewable energy development and management, smart grid technologies, fossil fuel education and outreach, and energy efficiency. She has managed a number of complex energy projects such as Iraq Oil Training Program, EcoEnergy Alliance, Lighting Africa, the design of 50 MW solar PV system for Pakistani schools, and most recently, the Mexico Solar Power Reverse Trade Mission.
Previous Professional Experience Lynne Gallagher founded Telecom/Telematique in 1987 as an international consulting and training firm with a primary focus on emerging markets and developing countries. Prior T/TI, Ms. Gallagher was a consultant with Hatfield Associates, Inc., and then Director of Regulatory Affairs at Sprint International, where she also participated in business development, joint ventures in FSU/Russia, and led the international wireless strategy.
Education, Languages, Publications In 1998 she co-authored Telecommunications in Action, a book on ICT4D sponsored by the ITU, and in 2013 wrote a chapter on the spectrum management and use for affordable internet access in developing countries for the book Global Mobile: Applications and Innovations for the Worldwide Mobile Ecosystem. Ms. Gallagher holds a MS in Telecom and MBA from the University of Colorado and a BA from Stanford University.
