Expertise Dr. Lishan Adam is an ICT Regulatory Expert on Africa and Latin America & Caribbean, specializes in the design of national ICT policies, infrastructure strategies, NREN programs, e-government enterprise architecture and interoperability frameworks, communication and IT sector development projects, ICT applications programs with focus on e-health, e-education, e-agriculture, e-trade and e-government, ICT policy and telecom regulation studies, IT enabled services studies, and evaluation and appraisal of ICT projects. He worked in over 36 countries in Africa and in over 10 countries in the Latin America, Caribbean region and Pacific, on the World Bank, IFC, UNDP, AfDB, UNCTAD funder projects.
Work with T/TI Dr. Lishan Adam joined T/TI in 2008-2009 on the IFC Lighting Africa project. He has worked in the Caribbean region on T/TIs project to design blueprints for the research and education networks. Most recently he was T/TIs Team Leader advising the government of Benin on the e-Gov strategy and Data Center design (2013-2014).
Other Professional Experience In the period of 1989-2002 he worked at the United Nations Economic Commission for Africa in Addis Ababa as a programmer, trainer, network manager and a regional advisor. He was one of the pioneers who introduced low cost connectivity in Africa in early 1990s. From 1993-1997 he was project officer for the capacity building for Electronic Communications in Africa. From 1997-2002 he was a regional advisor on information technology and connectivity where he provided advice on ICT applications in health, education, agriculture, business and commerce and national ICT strategies. Visiting associate professor at the Graduate Public Development and Management at the University of Witswatersrand in South Africa. Coordinator for East Africa, Research ICT Africa Network.
Education, Languages § PhD and MSc in Computer Information Systems from the Pacific Western University § Doctor of Philosophy in Information Science from the University of Sheffield § BSc in Electrical Engineering from the Addis Ababa University. § Speaks English, French and Amharic.
