Expertise Dr. Black is an international telecommunications attorney, electrical engineer and a consultant with over 35 years of industry experience. She has designed local, national and international telecommunications networks, drafted legislation and regulations, and taught courses workshops for policymakers, regulators, judiciary and industry. She is bilingual and has worked extensively in the LAC region.
Work with T/TI Dr. Black is currently a Team Leader and a Telecom Attorney on T/TI ITS Technologies project in the state of Puebla, Mexico.
Other Professional Experience Dr. Black also has extensive experience teaching telecommunication courses and is well published in this sector. For the past twenty years, she has taught graduate courses in International Telecommunications Policy at the University of Colorado, Telecommunications Law and Regulation at the University of Denver School of Law, and Data Communications at the University of Minnesota and Pace University in New York. She authored a book entitled Telecommunications Law in the Internet Age, published by Morgan-Kaufmann Press. In addition, she has authored over thirty articles on telecommunications and legal issues published by various industry magazines worldwide including IEEE Transactions on Communications, Telefilm International, Business Communications Review, Telephony, TV Communications, and the Practicing Law Institute.
Education, Languages Ms Black is fluent in both English and Spanish and has lived in the U.S., Costa Rica, and Europe. She is listed in the Whos Who for the World and honored by the U.S. Department of Commerce and various legal and telecommunications organizations. She has been a speaker at numerous international telecommunications conferences and programs. She holds a Bachelor of Arts (BA) degree in international economics, a Master of Science (MS) degree in Telecommunications from the Department of Electrical Engineering, University of Colorado, and a Juris Doctorate (JD) degree in law from the University of Denver.
