Donald Strombom


Donald Strombom has over 40 years of experience in international procurement policies and procedures, institutional reform and capacity building, formulation and evolution of procurement and consultant selection policies for the multilateral banks. Dr. Strombom was directly involved in the formulation and evolution of procurement and consultant selection policies for the multilateral banks. He has extensive experience with the World Bank and other multilaterals, including training, strategic planning, privatization and structuring of infrastructure private provision. In his 20 years career with the World Bank, Dr. Strombom served as the Chief of Procurement Policy.

Dr. Strombom founded International Development Business Consultants (IDBC) that specializes in providing consultant services in the field of procurement to the World Bank and other multilateral development banks, borrowers, governments and the private sector. Services cover all procurement aspects: policies and planning; project formulation and evaluation; financing and implementation; processes for procuring goods, works and services; management and administration of procurement contracts; strategies and procedures for private participation in infrastructure. Dr. Strombom serves as an Advisor to the World Bank and governments on privatization, structuring of arrangements for private provision of infrastructure and public private partnerships (PPP). During his career he worked in more than 50 developing countries around the world. He is a lecturer, trainer and strategic planner for the private sector companies in how to do business with the multilateral development banks.

MHe participates in T/TI projects as a procurement expert and advises on all procurement matters including bid document preparation, bid opening procedures, bid evaluation and contract award. Most recently Dr. Strombom was a senior procurement advisor on T/TI’s project E-Government in Ghana: Identification, Design and Implementation Support for Public Private Partnerships in e-Government. In this capacity he developed and managed the procurement process and prepared the bid documents for the PPP, advised on the evaluation procedures, pre-bid conference, and contracting process. Dr. Strombom holds PhD in Civil Engineering from the University of Washington, MSc and BSc in Civil Engineering from Washington State University.
